Xinhua Silk Road: National Robot Test and Assessment Center (Headquarters) establishes branch in Jinan Start-up Area

BEIJING, Oct. 21, 2026 /PRNewswire/ — The Yellow River Basin Center of the National Robot Test and Assessment Center (Headquarters) was officially inaugurated in Jinan Start-up Area for Growth Drivers Transformation in Shandong Province on October 16, addressing gaps in public services for the robotics industry across the region.

The National Robot Test and Assessment Center is a nationally authorized testing and certification institution in China’s robotics sector, serving as a key pillar of the country’s robot testing and certification system.

The newly-established Yellow River Basin Center, serving Shandong and the region across the Yellow River Basin, will establish an integrated platform that combines innovation and R&D, pilot-scale testing and smart manufacturing, data collection and training, data services, testing and certification, and industrial development for complete robots, core components, and embodied AI products.

The center will advance standardization for robots used in specialized and emergency-response applications, while seeking to establish a national-level standardization platform in the Jinan Start-up Area.

It will develop an integrated testing platform capable of handling heavy loads, explosion-proof requirements, strong electromagnetic interference, and extreme environmental conditions, with its testing capabilities covering a full range of products, from micro and small robots to large-scale robotic systems and low-altitude aircraft. It will primarily serve companies developing specialized robots for industries such as mining, petrochemicals, electric power, and metallurgy.

With growing convergence of robotics and artificial intelligence (AI), the center will also develop capabilities for trustworthy AI evaluation, strengthening its capacity to test software security, information security, and AI models. It will focus on serving companies engaged in embodied AI, data services, and model training.

The operation of the center is expected to reduce costs associated with R&D, testing, pilot-scale testing, and commercialization, while accelerating time to market.

The Jinan Start-up Area has identified robotics and AI as priority industries for development during the 15th Five-Year Plan period (2026-2030). It has designated the robotics industry as a key driver for fostering new quality productive forces and is making full use of existing industrial facilities to build a comprehensive robotics ecosystem covering the entire industrial value chain.

The area has already established several industrial platforms, such as the Shandong (Jinan) Embodied Intelligence Harbor. It is accelerating efforts to open up real-world application scenarios in automobile manufacturing, construction, medical care, elderly care, and emergency rescue.
